(‘एक देश-एक निवडणूक’)

लोकसभेच्या आणि विविध राज्यांच्या विधानसभांच्या निवडणुका वेगवेगळ्या वेळी होतात, त्याऐवजी या सर्व निवडणुका एकाच वेळी व्हाव्यात म्हणजेच ‘एक देश-एक निवडणूक’ ही संकल्पना वास्तवात आणावी अशी चर्चा देशात वारंवार होत असते. अगदी अलीकडेच म्हणजे १ सप्टेंबर २०२३ रोजी केंद्रीय संसदीय कामकाज मंत्री श्री प्रल्हाद जोशी यांनी “एक देश-एक निवडणूक’ या संकल्पनेबाबत विचार विमर्श करण्यासाठी माजी राष्ट्रपती श्री राम नाथ कोविंद यांच्या अध्यक्षतेखाली एक समिती नेमल्याचे जाहीर केले. या समितीने तातडीने अहवाल द्यावा असे सुचित करण्यात आले आहे.

‘एक देश-एक निवडणूक’ ही संकल्पना तशी काही नवीन नाही. याबाबत भारतीय जनता पार्टी या पक्षाने आणि पंतप्रधान श्री नरेंद्र मोदी यांनी २०१४ नंतर वारंवार त्याचे सूतोवाच केलेले आहे. विशेषतः पंतप्रधानांनी त्यांच्या २०१९ च्या स्वातंत्र्य दिनाच्या भाषणात असे मत व्यक्त केले की जीएसटीच्या रूपात एक ‘देश एक करप्रणाली’ यशस्वीरित्या लागू झाल्यानंतर आता ‘एक देश-एक निवडणूक’ ही मागणी जोर धरीत आहे. तसेच त्यांनी मध्ये पुन्हा सत्तेत आल्यानंतर विविध राजकीय पक्षांच्या बैठकीत असे मत व्यक्त केले होते की आता देशात एकत्रित निवडणूक घेण्याबाबत विचार होणे गरजेचे आहे. त्याचबरोबर पंतप्रधानांनी नोव्हेंबर २०२० मध्ये पिठासीन अधिकाऱ्यांच्या बैठकीत सुद्धा मुद्दा मांडला की ‘एक देश-एक निवडणूक’ हा केवळ चर्चेचा विषय नसून ती देशाची गरज आहे. या व्यतिरिक्त विधी आयोगाने त्यांच्या ऑगस्ट, २०१८ मध्ये सादर केलेल्या प्रारूप अहवालात एकत्रित निवडणुकांबाबत सूतोवाच केलेले होते. त्यापूर्वीदेखील न्यायमूर्ती बी पी जीवनरेड्डी यांच्या अध्यक्षतेखालील विधी आयोगाने त्यांच्या १७० व्या अहवालात २४ वर्षांपूर्वी म्हणजेच १९९९ मध्ये देखील नमूद केले होते की अशी निवडणूक प्रक्रिया सुधारणा करावयाचे झाल्यास ती अत्यंत विचारपूर्वक आणि साधक वादक विचार करून करावी लागेल. संसदेच्या स्थायी समितीने देखील ‘एक देश-एक निवडणूक’ संकल्पनेनुसार नुसार एकत्रित निवडणुका घेण्यावर भर दिला होता.

वरील विवेचनावरून एक लक्षात येते की ‘एक देश-एक निवडणूक’ ही संकल्पना तशी नवीन नाही. स्वात्रंत्योत्तर काळातील निवडणुकांच्या इतिहासावर नजर टाकली तर पहिल्या निवडणुकापासून सन १९६७ पर्यंत देशात लोकसभा आणि राज्यांच्या विधानसभांच्या निवडणुका एकत्रितच व्हायच्या. दुसऱ्या शब्दात सांगायचे म्हणजे ‘एक देश-एक निवडणूक’ ही संकल्पना प्रत्यक्षात १९६७ पर्यंत राबवली गेली आणि त्यामुळे ती या देशात अजिबात नवीन नाही. सन १९६८ आणि १९६९ मध्ये काही राज्यांच्या विधानसभा भंग केल्या गेल्याने व त्या राज्यातील विधानसभांच्या नव्याने निवडणुका घेणे अनिवार्य झाल्याने तेव्हापासून ‘एक देश-एक निवडणूक’ ही संकल्पना मोडीत निघाली ती आजतागायत!

‘एक देश-एक निवडणूक’ ही खरंच देशाची, देशातील नागरिकांची गरज आहे की केवळ राजकीय अथवा प्रशासकीय करण्यासाठी किंवा अन्य बाबीसाठी त्याबाबत चर्चा होत आहे? असा प्रश्न सर्वसामान्यांना पडणे स्वाभाविक आहे. सत्ताधारी भारतीय जनता पक्षाचा अर्थात या संकल्पनेला पाठिंबा आहे. मुख्य विरोधी पक्ष म्हणजे काँग्रेसने त्याबाबत सर्वसाधारणपणे विरोधी भूमिका घेतल्याचे दिसून येते. भारत हे संघराज्य असून ‘एक देश-एक निवडणूक’ या संकल्पने द्वारे संघराज्य स्वरूपालाच धक्का लागेल अशी काहीतरी संधीग्ध भूमिका काँग्रेस पक्षाची दिसून येते. बहुतांश क्षेत्रिय राजकीय पक्षांनी सुद्धा या संकल्पनेला थोड्याफार प्रमाणात विरोध केला असून काही पक्ष याबाबतीत सावधगिरीची भूमिका घेताना दिसून येत आहेत. एकंदरीतच जे ‘एक देश-एक निवडणूक’ या संकल्पनेला पाठिंबा देतात त्याबाबत त्यांची कारणमिमांसा असते की यामुळे निवडणुकावरील खर्च वाचेल, प्रशासन यामध्ये कायमस्वरूपी व्यस्त राहणार नाही वगैरे वगैरे. या संकल्पनेला विरोधी सूर असा आहे की अशा एकाच वेळेस लोकसभा आणि राज्यांच्या विधानसभांच्या निवडणुका घेतल्या तर जे निवडणुकांचे वारे तयार होईल त्यामध्ये राष्ट्रीय प्रश्नाकडे लक्ष अधिक आकर्षिले जाऊन त्यावर मतदान होईल व राज्यांच्या अस्मिता, प्रश्न गौण ठरतील; शिवाय ज्या पक्षाकडे जनतेला आकर्षित करून घेणारे किंवा राष्ट्रीय स्तरावर भुरळ घालणारे नेतृत्व आहे त्या पक्षाला जास्त फायदा होईल. सद्यस्थितीत भारतीय जनता पक्षाकडे पंतप्रधान श्री नरेंद्र मोदी यासारखे जनसामान्यांमध्ये आकर्षण असलेले राष्ट्रीय स्तरावरील नेतृत्व असल्याने त्या पक्षाला लोकसभेबरोबरच विधानसभांच्या निवडणुकांमध्येही निश्चित फायदा होईल ही विरोधकांची भूमिका आहे. ‘एक देश-एक निवडणूक’ ही बाब लोकशाहीला आणि ज्या नागरिकांसाठी ही लोकशाही व्यवस्था आहे त्यांच्यासाठी गरजेचे आहे का याचे राजकारण विरहित विश्लेषण होणे गरजेचे आहे. आणि एक त्रयस्थ विश्लेषक म्हणून आपण त्यावर जरा नजर टाकूया! लोकशाही व्यवस्थेचा उगम सुमारे अडीच हजार वर्षांपूर्वी ग्रीक देशात झाला आणि त्यामध्ये मूळ संकल्पना ही होती की राजाच्या किंवा मुठभर ताकदवान व्यक्तींच्या हातात शासन व्यवस्था राहून नागरिकांना जो त्रास होतो तो होऊ नये व त्याऐवजी सर्व नागरिकांना जे योग्य वाटते त्याप्रमाणेच निर्णय व्हावेत यासाठी सामूहिकपणे सर्व नागरिकांनी चालवलेली शासन व्यवस्था म्हणजे लोकशाही असावी. अर्थात अडीच हजार वर्षांपूर्वी ज्या अथेना या शहरात लोकशाहीचा प्रथम प्रत्यक्ष प्रयोग सुरू झाला त्यावेळेस त्या शहराची लोकसंख्या अल्प अशी कांही हजारांमध्ये होती व त्यामुळे तेथे प्रत्येक निर्णयात सर्वच नागरिकांचे मत घेणे शक्य होते.(अर्थात त्यामध्ये स्त्रिया गुलाम इ ना मतांचा हक्क नव्हता.) पुढे जशी जशी लोकसंख्या वाढत गेली आणि लोकशाही संकल्पना विकसित होत गेली त्यानुसार प्रत्येक नागरिकाला प्रत्येक निर्णय प्रक्रियेत सामावून घेणे केवळ अशक्य झाल्याने नागरिकांना ठराविक लोकसंख्येमागे त्यांचे लोकप्रतिनिधी निवडून द्यायचे आणि त्या लोकप्रतिनिधींनी शासन व्यवस्था किंवा सरकारी चालवायचे असे स्वरूप निर्माण झाले. या व्यवस्थेसाठी मग राज्यघटना आणि कायदे आले. या सर्वांमध्ये महत्त्वाचे महत्त्वाचा गाभा म्हणजे लोकप्रतिनिधी निवडून देणे हा असून त्यासाठी ‘निवडणूक प्रक्रिया’ हा भाग लोकशाहीचा आत्मा बनला. सध्या तरी जगात कोणत्याही लोकशाहीमध्ये ‘लोकप्रतिनिधी निवडून देणे’ आणि त्यायोग्य शासन तयार करणे याकरिता ‘निवडणुकी’ व्यतिरिक्त पर्याय नाही. त्यामुळे निवडणुका म्हणजे लोकशाही पद्धतीने शासन स्थापन करण्याची प्रक्रिया ही बाब रुजली गेली. भारतासारख्या भौगोलिक आणि लोकसंख्येच्या दृष्टीने अतिशय मोठ्या देशात निवडणुकांचे महत्त्व हे त्याच्या व्याप्तीमुळे आणखी गडद होते. या खंडप्राय देशात निवडणुका घेणे हे एक प्रचंड मोठे आव्हान असते. भारतात सद्य:स्थितीचा विचार केला तर राष्ट्रपती, लोकसभा, राज्यसभा, राज्यांच्या विधानसभा/विधान परिषदा, ग्रामपंचायती, पंचायत समित्या, जिल्हा परिषदा, नगरपरिषदा, नगरपालिका, महानगरपालिका इ करीत प्रत्यक्ष आणि अप्रत्यक्ष निवडणुका वर्षभर कोठे ना कुठे कायमस्वरूपी देशभर चालूच असतात. दुसऱ्या शब्दात सांगायचे म्हणजे देश कायमस्वरूपी निवडणूक प्रक्रियेत( Election mode) गुंतलेलाच असतो! निवडणुका घेण्यासाठी मतदार नोंदणी, त्यांचे दरवर्षी अध्यायवतीकरण, त्यावरील हरकती, मतदारांचे स्थलांतरण नोंद , मृत मतदार वगळणे , मतदारांची याद्यांची बुथनिहाय वर्गीकरण, त्यांचे प्रकाशन, मतदार ओळखपत्रे इत्यादी मूलभूत कामे १४० कोटी लोकसंख्येतील पात्र म्हणजे सुमारे ९५ कोटी मतदारांची प्रचंड माहिती अचूक तयार करून ठेवणे आणि ती केव्हाही वापरता येईल अशा पद्धतीने तजवीज ठेवणे त्याचबरोबर प्रत्यक्ष-अप्रत्यक्ष निवडणूक वेळापत्रकाप्रमाणे घेण्यासाठी दक्ष राहून त्या घेणे, त्याकरिता वैधानिक अधिसूचना काढणे, निवडणुका वेळापत्क ठरवणे, ते जाहीर करणे, आदर्श आचारसंहिता लागू करून तिची अंमलबजावणी करणे , उमेदवारी अर्ज स्वीकारणे, त्यांची छाननी करणे,प्रत्यक्ष निवडणूक घेणे, मतमोजणी करणे, निकाल जाहीर करणे अशा अगणित कामामध्ये शासकीय यंत्रणा अडकलेली म्हणजेच ‘गुंतलेली’ असते. देश पातळीवर निवडणुकांसाठी स्वतंत्र निवडणूक आयोग आणि राज्यांसाठी राज्य निवडणूक आयुक्त असले तरी ते वगळता देशभर निवडणुकांसाठी स्वतंत्र प्रशासकीय यंत्रणा नसते. महसूल, शिक्षण आणि अन्य सर्व विभागांचे अधिकारी आणि कर्मचारी हेच निवडणुकांचे काम पाहतात. अर्थात त्यावेळेस त्यांच्या मूळ दैनंदिन कामकाजावर आणि पर्यायाने ज्या सेवा त्यांच्या मार्फत जनतेला देणे अभिप्रेत आहे त्यावर विपरीत परिणाम होतो. त्या सर्व गोष्टीस प्रचंड खर्च येतो. ही झाली प्रशासकीय व्यस्ततेची बाजू, पण त्याचबरोबर कायमस्वरूपी कोणती ना कोणती निवडणूक चालू असल्याने आदर्श आचारसंहितेमुळे अनेक विकास कामे थांबतात आणि त्याचाही जनमानसावर कायमस्वरूपी विपरीत परिणाम होतो तो अधिक महत्त्वाचा. हे झाले शासकीय परिघातील निवडणूक लढवणाऱ्या व्यस्ततेचे दुष्परिणाम! पण राजकीय परिघात तर वर्षभर कायमस्वरूपी निवडणुकांचे वारे वाहत राहतात व त्यामुळे सामाजिक प्रश्न निर्माण झालेले असून लोकशाही विकृतीची कृतीकडे लोकशाही विकृतीकडे झुकलेली आहे का याची शंका यायला लागते. खरे तर लोकशाही ही शासन व्यवस्था सर्व नागरिकाच्या एकोप्याने चालणारी व्यवस्था असावी असे त्याचे गमक आहे; पण अलीकडे राजकीय पक्ष, त्यांच्या विचारधारा, सत्तेची महत्त्वाकांक्षा, आर्थिक आणि अन्य फायदे हे राजकारणाचा स्थायीभाव झाला आहे. त्यामुळे लोकशाहीत केवळ ‘लोकप्रतिनिधी’ ही संकल्पना राहिली नसून ती अतिविस्तारित होऊन ‘राजकीय कार्यकर्ते’ अशी त्याची व्यापकता झाली आहे, त्यात पक्ष सदस्य, पदाधिकारी, बूथ प्रतिनिधी पासून राज्य आणि देशभर संघटकांचे एक विस्तृत जाळे तयार झाले आहे. हि राजकीय यंत्रणा ते कायमस्वरूपी होणाऱ्या या ना त्या निवडणुकामुळे ते बाराही महिने अहोरात्र कार्यरत असते. हि राजकीय ‘कार्यकर्ते-संस्कृती’ इतकी खोलवर रुजली आहे कि या कार्यकर्त्यांपैकी अनेक कार्यकर्ते उपजीविकेसाठी अन्य कांही करतात किंवा नाही त्याचीही शंका यावी! अर्थात राजकीय पक्षांना त्यांच्या या कार्यकर्त्यांच्या फळीवर प्रचंड पैसा खर्च करावा लागत असणार नाही असे नाही. त्यामुळे राजकारण हा कार्यकर्ते वगैरेंच्या माध्यमातून एक व्यवसाय झाला की काय याबाबत सुद्धा शंका यावी इथपर्यंत परिस्थिती येऊन पोहोचली आहे. अर्थात यावर जो खर्च होतो तो मग प्रत्यक्षात उद्योग, व्यावसायिक इ ही देणगी स्वरूपात किंवा निवडणूक रोखे स्वरूपाच्या माध्यमातून राजकीय पक्षांना देऊन त्यातून भागविला जातो. बाराही महिने राजकीय पक्ष जो खर्च करतात तो देणगी किंवा निवडणूक रोखे या माध्यमातून भागविला जातो हे म्हणणे तसेच चुकीचे आहे कारण शेवटी हे व्यावसायिक किंवा उद्योगपती त्या देणग्या त्यांच्या नफ्यातूनच देतात हे सूर्यप्रकाशा इतके स्वच्छ आहे आणि शेवटी हा नफा जनता ज्या सेवा किंवा वस्तु विकत घेतात त्यातून होतो! म्हणजेच राजकारणावर बाराही महिने, सदासर्वकाळ जो पैसा राजकीय पक्ष वापरतात तो अंतिमतः जनतेच्या खिशातूनच जातो!!

निवडणुकावर शासनातर्फे आणि राजकीय पक्षांनी केलेला संपूर्ण खर्च हा नागरिकांचे खिशातून जातो हे सत्य स्वीकारले पाहिजे. एका संस्थेमार्फत (सेंटर फॉर मीडिया स्टडीज) केल्या गेलेल्या पाहणीतिल अहवालानुसार २०१९ च्या लोकसभेच्या निवडणुकीमध्ये राजकीय पक्षांनी सुमारे रुपये 55 हजार कोटी इतका खर्च केला होता. जर लोकसभा, विधानसभा, स्थानिक स्वराज्य संस्था इत्यादींच्या निवडणुकांवर राजकीय पक्ष जो खर्च करतात त्याचा ढोबळमानाने अंदाज घेतला तर तो कदाचित भारताच्या सकल उत्पादनाच्या एक ते दोन टक्के सुद्धा असू शकतो. कोणत्या ना कोणत्या निवडणुकांसाठी राजकीय कार्यकर्ते कार्यरत ठेवणे अपरिहार्य असते त्यामुळे संपूर्ण पाच वर्षे राजकारण आणि निवडणूक खर्च होत राहतो.

दुसरे असे की लोकशाहीमध्ये एकदा लोकप्रतिनिधी निवडून जाऊन त्यांनी सरकार तयार केल्यानंतर ते राजकीय पक्षाचे प्रतिनिधी न राहता ते केंद्र,राज्य किंवा स्थानिक स्वराज्य संस्थेचे सर्वांचे शासनकर्ते होतात; त्यांनी राजकारण करणे अपेक्षित नसते. पण कायमस्वरूपी होत असणाऱ्या निवडणुकांमुळे लोकप्रतिनिधींना कायमस्वरूपी राजकीय पक्ष प्रतिनिधी किंवा पक्षनेता म्हणून वावरावे लागते व कायम प्रचाराच्या ‘मोड’मध्ये असावे लागते. त्याचा परिणाम म्हणजे ही लोकशाही न राहता ‘राजकारणशाही’ होते आणि तशी ती झालेली आहे.

तिसरी महत्त्वाची गोष्ट म्हणजे निवडणुकीसाठी स्वतंत्र प्रशासकीय यंत्र नसल्याने वर्षभर कोणत्या ना कोणत्या निवडणुकीत यंत्रणा व्यस्त राहते आणि त्यापेक्षाही महत्त्वाचे म्हणजे आदर्श आचारसंहितामुळे विकास कामांना खेळ बसते हे सर्व देशाच्या दैनंदिन प्रशासनासाठी विकासासाठी अर्थव्यवस्थेसाठी आणि सर्वात महत्त्वाचे म्हणजे लोकशाहीसाठी घातक आहे.

हे सर्व टाळाव्याचे असेल तर ‘एक देश-एक निवडणूक’ हा पर्याय कधी ना कधी अवलंबिला जाणे आवश्यक आहे, अन्यथा त्यामुळे देशाचे अपरिमित नुकसान होतच राहील. अर्थात आता जी एक देश ‘एक देश-एक निवडणूक’ हि संकल्पना आहे ती आता तशी जुनाट झालेली असून त्याप्रमाणे जर ती राबवली गेली तर त्याचे पाहिजे तितके चांगले परिणाम दिसून येणार नाहीत.

लोकशाहीमध्ये शासन व्यवस्था किंवा सरकारे स्थापन करण्यासाठी मतदार प्रत्यक्ष मतदान तीन वेळेस करतो, ते म्हणजे लोकसभा, विधानसभा आणि स्थानिक स्वराज्य संस्था याकरिता. देशात जर ९५ कोटी मतदार असतील तर या त्रिस्तरीय शासन व्यवस्थेसाठी प्रत्येक पाच वर्षाच्या कालखंडात प्रत्येक मतदार तीन वेळेस म्हणजेच एकूण २८५ कोटी मतदारांनी प्रत्यक्ष मतदान करणे अभिप्रेत आहे. त्यामुळे ‘एक देश-एक निवडणूक’ ही संकल्पना १९९३ नंतर ज्या ७३ आणि ७४ व्या घटना दुरुस्त्या झाल्या त्यानुसार बदलली असून त्यामध्ये लोकसभा, विधानसभा करितांच्या निवडणुकामध्ये स्थानिक स्वराज्य संस्थांच्या निवडणुकांचे अंतर्भाव होतो. जर स्थानिक स्वराज्य संस्थांच्या निवडणुका ‘एक देश-एक निवडणूक’ या संकल्पनेत आणला नाही तर या मूळ संकल्पना ला काहीच अर्थ राहणार नाही आणि स्थानिक स्वराज्य संस्थांच्या निवडणुकांच्या रूपात ‘राजकारणशाही’मुळे निर्माण झालेले प्रश्न चालूच राहतील.

या पार्श्वभूमीवर ‘एक देश-एक निवडणूक’ या संकल्पनेत “लोकसभा, विधानसभा आणि स्थानिक स्वराज्य संस्था” यांच्या एकाच वेळेस निवडणुका अशीच संकल्पना ठेवावी लागेल. एकदा देशाने ही संकल्पना राबवायची ठरवली तर ते फार कठीण नाही. अर्थात त्याकरिता संविधानात आणि लोकप्रतिनिधी अधिनियम आणि अन्य संबंधित कायद्यात बदल करावे लागतील. हे बदल एक तात्पुरती व्यवस्था म्हणून आणि दुसरे म्हणजे हि व्यवस्था पुढे निरंतर चालू ठेवणे यासाठी असतील. तात्पुरते बदल हे लोकसभा, विधानसभा, स्थानिक स्वराज्य संस्थांपैकी काहींचा कालावधी वाढवावा लागेल किंवा काहींचा कमी करावा लागेल यासाठी. तर ‘एक देश-एक निवडणूक’ ही संकल्पना कायमस्वरूपी राबविण्यासाठी या सर्व संस्थांचा कार्यकाल पाच वर्ष अनिवार्य करावा लागेल. त्यासाठी लोकसभेच्या बाबतीत संविधानाच्या अनुच्छेद ८३ मध्ये आणि विधानसभांच्या बाबतीत अनुच्छेद १७२ मध्ये सुधारणा करून स्थानिक स्वराज्य संस्थांच्या बाबतीत जो पाच वर्षाची कालमर्यादा अनुछेद २४३-इ २४३ -यू अन्वये ज्या तरतुदी केलेल्या आहेत तशा तरतुदी कराव्या लागतील. म्हणजेच नवीन राज्य, स्थानिक संस्था निर्माण होणे वगैरे सारखी अपवादात्मक परिस्थितीत निर्माण होऊन जर मध्यावधी निवडणुका घ्याव्या लागल्या तर त्या पाच वर्षांपैकी फक्त उर्वरित कालावधीसाठीच त्यांचा कार्यकाल असेल व नंतर पुन्हा एकाच वेळेस निवडणुका होतील. लोकसभा, विधानसभा आणि स्वराज्य संस्थां पाच वर्षांच्या आत भंग करण्याची वेळच येऊ नये म्हणून देखील संविधानामध्ये यथार्थ बदल करावे लागतील. उदाहरणार्थ, मोठ्या प्रमाणात पक्ष फुटी होऊन अस्थिरता येऊ नये याकरिता संविधानाच्या परिशिष्ट दहा मध्ये सुधारणा करावी लागेल. ती सुधारणा सर्वसाधारणपणे अशी असू शकेल कि, जर लोकप्रतिनिधीना पक्ष बदल करायचा असेल आणि त्यांची संख्या कितीही असली तरी ते आपोआप अपात्र झाले असे समजले जावे. यामुळे सरकारे अस्थिर होऊन संस्था भंग करण्याच्या प्रश्न अस्तित्वात असणार नाही. त्याचबरोबर अन्य संविधान सुधारणा अशी असावी कि,जर एखाद्या लोकप्रतिनिधीचे पद मृत्यू, राजीनामा किंवा अन्य कोणत्याही कारणास्तव रिक्त झाले तर त्या बाबतीत निवडणुकीत जो दोन क्रमांकाचा उमेदवार आपोआप ती जागा घेऊ शकेल जेणेकरून ती रिक्त जागा भरण्यासाठी निवडणुकीची आवश्यकता भासणार नाही. अर्थात, वरील सूचना या प्रतिनिधिक स्वरूपाच्या असून तशा प्रकारच्या संविधानिक आणि संबंधित कायदा बदल करण्याकरिता पूर्ण अभ्यासाअंती हा बदल घडवावा लागेल. एक मात्र निश्चित कि ‘एक देश-एक निवडणूक’ ही संकल्पना व्यवहारी स्वरूपात राबविणे निश्चितपणे शक्य आहे. त्याकरिता नागरिकांचा दबाव आणि राजकीय नेतृत्वाची इच्छा असणे अपेक्षित आहे.

ही संकल्पना राबवली गेली तर लोकशाही निश्चितपणे सुदृढ होऊ शकेल हे तितकेच खरे! ‘एक देश-एक निवडणूक’ ही खरंच देशाची, देशातील नागरिकांची गरज आहे की केवळ राजकीय अथवा प्रशासकीय करण्यासाठी किंवा अन्य बाबीसाठी त्याबाबत चर्चा होत आहे? असा प्रश्न सर्वसामान्यांना पडणे स्वाभाविक आहे. सत्ताधारी भारतीय जनता पक्षाचा अर्थात या संकल्पनेला पाठिंबा आहे. मुख्य विरोधी पक्ष म्हणजे काँग्रेसने त्याबाबत सर्वसाधारणपणे विरोधी भूमिका घेतल्याचे दिसून येते. भारत हे संघराज्य असून ‘एक देश-एक निवडणूक’ या संकल्पने द्वारे संघराज्य स्वरूपालाच धक्का लागेल अशी काहीतरी संधीग्ध भूमिका काँग्रेस पक्षाची दिसून येते. बहुतांश क्षेत्रिय राजकीय पक्षांनी सुद्धा या संकल्पनेला थोड्याफार प्रमाणात विरोध केला असून काही पक्ष याबाबतीत सावधगिरीची भूमिका घेताना दिसून येत आहेत. एकंदरीतच जे ‘एक देश-एक निवडणूक’ या संकल्पनेला पाठिंबा देतात त्याबाबत त्यांची कारणमिमांसा असते की यामुळे निवडणुकावरील खर्च वाचेल, प्रशासन यामध्ये कायमस्वरूपी व्यस्त राहणार नाही वगैरे वगैरे. या संकल्पनेला विरोधी सूर असा आहे की अशा एकाच वेळेस लोकसभा आणि राज्यांच्या विधानसभांच्या निवडणुका घेतल्या तर जे निवडणुकांचे वारे तयार होईल त्यामध्ये राष्ट्रीय प्रश्नाकडे लक्ष अधिक आकर्षिले जाऊन त्यावर मतदान होईल व राज्यांच्या अस्मिता, प्रश्न गौण ठरतील; शिवाय ज्या पक्षाकडे जनतेला आकर्षित करून घेणारे किंवा राष्ट्रीय स्तरावर भुरळ घालणारे नेतृत्व आहे त्या पक्षाला जास्त फायदा होईल. सद्यस्थितीत भारतीय जनता पक्षाकडे पंतप्रधान श्री नरेंद्र मोदी यासारखे जनसामान्यांमध्ये आकर्षण असलेले राष्ट्रीय स्तरावरील नेतृत्व असल्याने त्या पक्षाला लोकसभेबरोबरच विधानसभांच्या निवडणुकांमध्येही निश्चित फायदा होईल ही विरोधकांची भूमिका आहे. ‘एक देश-एक निवडणूक’ ही बाब लोकशाहीला आणि ज्या नागरिकांसाठी ही लोकशाही व्यवस्था आहे त्यांच्यासाठी गरजेचे आहे का याचे राजकारण विरहित विश्लेषण होणे गरजेचे आहे. आणि एक त्रयस्थ विश्लेषक म्हणून आपण त्यावर जरा नजर टाकूया! लोकशाही व्यवस्थेचा उगम सुमारे अडीच हजार वर्षांपूर्वी ग्रीक देशात झाला आणि त्यामध्ये मूळ संकल्पना ही होती की राजाच्या किंवा मुठभर ताकदवान व्यक्तींच्या हातात शासन व्यवस्था राहून नागरिकांना जो त्रास होतो तो होऊ नये व त्याऐवजी सर्व नागरिकांना जे योग्य वाटते त्याप्रमाणेच निर्णय व्हावेत यासाठी सामूहिकपणे सर्व नागरिकांनी चालवलेली शासन व्यवस्था म्हणजे लोकशाही असावी. अर्थात अडीच हजार वर्षांपूर्वी ज्या अथेना या शहरात लोकशाहीचा प्रथम प्रत्यक्ष प्रयोग सुरू झाला त्यावेळेस त्या शहराची लोकसंख्या अल्प अशी कांही हजारांमध्ये होती व त्यामुळे तेथे प्रत्येक निर्णयात सर्वच नागरिकांचे मत घेणे शक्य होते.(अर्थात त्यामध्ये स्त्रिया गुलाम इ ना मतांचा हक्क नव्हता.) पुढे जशी जशी लोकसंख्या वाढत गेली आणि लोकशाही संकल्पना विकसित होत गेली त्यानुसार प्रत्येक नागरिकाला प्रत्येक निर्णय प्रक्रियेत सामावून घेणे केवळ अशक्य झाल्याने नागरिकांना ठराविक लोकसंख्येमागे त्यांचे लोकप्रतिनिधी निवडून द्यायचे आणि त्या लोकप्रतिनिधींनी शासन व्यवस्था किंवा सरकारी चालवायचे असे स्वरूप निर्माण झाले. या व्यवस्थेसाठी मग राज्यघटना आणि कायदे आले. या सर्वांमध्ये महत्त्वाचे महत्त्वाचा गाभा म्हणजे लोकप्रतिनिधी निवडून देणे हा असून त्यासाठी ‘निवडणूक प्रक्रिया’ हा भाग लोकशाहीचा आत्मा बनला. सध्या तरी जगात कोणत्याही लोकशाहीमध्ये ‘लोकप्रतिनिधी निवडून देणे’ आणि त्यायोग्य शासन तयार करणे याकरिता ‘निवडणुकी’ व्यतिरिक्त पर्याय नाही. त्यामुळे निवडणुका म्हणजे लोकशाही पद्धतीने शासन स्थापन करण्याची प्रक्रिया ही बाब रुजली गेली. भारतासारख्या भौगोलिक आणि लोकसंख्येच्या दृष्टीने अतिशय मोठ्या देशात निवडणुकांचे महत्त्व हे त्याच्या व्याप्तीमुळे आणखी गडद होते. या खंडप्राय देशात निवडणुका घेणे हे एक प्रचंड मोठे आव्हान असते. भारतात सद्य:स्थितीचा विचार केला तर राष्ट्रपती, लोकसभा, राज्यसभा, राज्यांच्या विधानसभा/विधान परिषदा, ग्रामपंचायती, पंचायत समित्या, जिल्हा परिषदा, नगरपरिषदा, नगरपालिका, महानगरपालिका इ करीत प्रत्यक्ष आणि अप्रत्यक्ष निवडणुका वर्षभर कोठे ना कुठे कायमस्वरूपी देशभर चालूच असतात. दुसऱ्या शब्दात सांगायचे म्हणजे देश कायमस्वरूपी निवडणूक प्रक्रियेत( Election mode) गुंतलेलाच असतो! निवडणुका घेण्यासाठी मतदार नोंदणी, त्यांचे दरवर्षी अध्यायवतीकरण, त्यावरील हरकती, मतदारांचे स्थलांतरण नोंद , मृत मतदार वगळणे , मतदारांची याद्यांची बुथनिहाय वर्गीकरण, त्यांचे प्रकाशन, मतदार ओळखपत्रे इत्यादी मूलभूत कामे १४० कोटी लोकसंख्येतील पात्र म्हणजे सुमारे ९५ कोटी मतदारांची प्रचंड माहिती अचूक तयार करून ठेवणे आणि ती केव्हाही वापरता येईल अशा पद्धतीने तजवीज ठेवणे त्याचबरोबर प्रत्यक्ष-अप्रत्यक्ष निवडणूक वेळापत्रकाप्रमाणे घेण्यासाठी दक्ष राहून त्या घेणे, त्याकरिता वैधानिक अधिसूचना काढणे, निवडणुका वेळापत्क ठरवणे, ते जाहीर करणे, आदर्श आचारसंहिता लागू करून तिची अंमलबजावणी करणे , उमेदवारी अर्ज स्वीकारणे, त्यांची छाननी करणे,प्रत्यक्ष निवडणूक घेणे, मतमोजणी करणे, निकाल जाहीर करणे अशा अगणित कामामध्ये शासकीय यंत्रणा अडकलेली म्हणजेच ‘गुंतलेली’ असते. देश पातळीवर निवडणुकांसाठी स्वतंत्र निवडणूक आयोग आणि राज्यांसाठी राज्य निवडणूक आयुक्त असले तरी ते वगळता देशभर निवडणुकांसाठी स्वतंत्र प्रशासकीय यंत्रणा नसते. महसूल, शिक्षण आणि अन्य सर्व विभागांचे अधिकारी आणि कर्मचारी हेच निवडणुकांचे काम पाहतात. अर्थात त्यावेळेस त्यांच्या मूळ दैनंदिन कामकाजावर आणि पर्यायाने ज्या सेवा त्यांच्या मार्फत जनतेला देणे अभिप्रेत आहे त्यावर विपरीत परिणाम होतो. त्या सर्व गोष्टीस प्रचंड खर्च येतो. ही झाली प्रशासकीय व्यस्ततेची बाजू, पण त्याचबरोबर कायमस्वरूपी कोणती ना कोणती निवडणूक चालू असल्याने आदर्श आचारसंहितेमुळे अनेक विकास कामे थांबतात आणि त्याचाही जनमानसावर कायमस्वरूपी विपरीत परिणाम होतो तो अधिक महत्त्वाचा. हे झाले शासकीय परिघातील निवडणूक लढवणाऱ्या व्यस्ततेचे दुष्परिणाम! पण राजकीय परिघात तर वर्षभर कायमस्वरूपी निवडणुकांचे वारे वाहत राहतात व त्यामुळे सामाजिक प्रश्न निर्माण झालेले असून लोकशाही विकृतीची कृतीकडे लोकशाही विकृतीकडे झुकलेली आहे का याची शंका यायला लागते. खरे तर लोकशाही ही शासन व्यवस्था सर्व नागरिकाच्या एकोप्याने चालणारी व्यवस्था असावी असे त्याचे गमक आहे; पण अलीकडे राजकीय पक्ष, त्यांच्या विचारधारा, सत्तेची महत्त्वाकांक्षा, आर्थिक आणि अन्य फायदे हे राजकारणाचा स्थायीभाव झाला आहे. त्यामुळे लोकशाहीत केवळ ‘लोकप्रतिनिधी’ ही संकल्पना राहिली नसून ती अतिविस्तारित होऊन ‘राजकीय कार्यकर्ते’ अशी त्याची व्यापकता झाली आहे, त्यात पक्ष सदस्य, पदाधिकारी, बूथ प्रतिनिधी पासून राज्य आणि देशभर संघटकांचे एक विस्तृत जाळे तयार झाले आहे. हि राजकीय यंत्रणा ते कायमस्वरूपी होणाऱ्या या ना त्या निवडणुकामुळे ते बाराही महिने अहोरात्र कार्यरत असते. हि राजकीय ‘कार्यकर्ते-संस्कृती’ इतकी खोलवर रुजली आहे कि या कार्यकर्त्यांपैकी अनेक कार्यकर्ते उपजीविकेसाठी अन्य कांही करतात किंवा नाही त्याचीही शंका यावी! अर्थात राजकीय पक्षांना त्यांच्या या कार्यकर्त्यांच्या फळीवर प्रचंड पैसा खर्च करावा लागत असणार नाही असे नाही. त्यामुळे राजकारण हा कार्यकर्ते वगैरेंच्या माध्यमातून एक व्यवसाय झाला की काय याबाबत सुद्धा शंका यावी इथपर्यंत परिस्थिती येऊन पोहोचली आहे. अर्थात यावर जो खर्च होतो तो मग प्रत्यक्षात उद्योग, व्यावसायिक इ ही देणगी स्वरूपात किंवा निवडणूक रोखे स्वरूपाच्या माध्यमातून राजकीय पक्षांना देऊन त्यातून भागविला जातो. बाराही महिने राजकीय पक्ष जो खर्च करतात तो देणगी किंवा निवडणूक रोखे या माध्यमातून भागविला जातो हे म्हणणे तसेच चुकीचे आहे कारण शेवटी हे व्यावसायिक किंवा उद्योगपती त्या देणग्या त्यांच्या नफ्यातूनच देतात हे सूर्यप्रकाशा इतके स्वच्छ आहे आणि शेवटी हा नफा जनता ज्या सेवा किंवा वस्तु विकत घेतात त्यातून होतो! म्हणजेच राजकारणावर बाराही महिने, सदासर्वकाळ जो पैसा राजकीय पक्ष वापरतात तो अंतिमतः जनतेच्या खिशातूनच जातो!!

निवडणुकावर शासनातर्फे आणि राजकीय पक्षांनी केलेला संपूर्ण खर्च हा नागरिकांचे खिशातून जातो हे सत्य स्वीकारले पाहिजे. एका संस्थेमार्फत (सेंटर फॉर मीडिया स्टडीज) केल्या गेलेल्या पाहणीतिल अहवालानुसार २०१९ च्या लोकसभेच्या निवडणुकीमध्ये राजकीय पक्षांनी सुमारे रुपये 55 हजार कोटी इतका खर्च केला होता. जर लोकसभा, विधानसभा, स्थानिक स्वराज्य संस्था इत्यादींच्या निवडणुकांवर राजकीय पक्ष जो खर्च करतात त्याचा ढोबळमानाने अंदाज घेतला तर तो कदाचित भारताच्या सकल उत्पादनाच्या एक ते दोन टक्के सुद्धा असू शकतो. कोणत्या ना कोणत्या निवडणुकांसाठी राजकीय कार्यकर्ते कार्यरत ठेवणे अपरिहार्य असते त्यामुळे संपूर्ण पाच वर्षे राजकारण आणि निवडणूक खर्च होत राहतो.

दुसरे असे की लोकशाहीमध्ये एकदा लोकप्रतिनिधी निवडून जाऊन त्यांनी सरकार तयार केल्यानंतर ते राजकीय पक्षाचे प्रतिनिधी न राहता ते केंद्र,राज्य किंवा स्थानिक स्वराज्य संस्थेचे सर्वांचे शासनकर्ते होतात; त्यांनी राजकारण करणे अपेक्षित नसते. पण कायमस्वरूपी होत असणाऱ्या निवडणुकांमुळे लोकप्रतिनिधींना कायमस्वरूपी राजकीय पक्ष प्रतिनिधी किंवा पक्षनेता म्हणून वावरावे लागते व कायम प्रचाराच्या ‘मोड’मध्ये असावे लागते. त्याचा परिणाम म्हणजे ही लोकशाही न राहता ‘राजकारणशाही’ होते आणि तशी ती झालेली आहे.

तिसरी महत्त्वाची गोष्ट म्हणजे निवडणुकीसाठी स्वतंत्र प्रशासकीय यंत्र नसल्याने वर्षभर कोणत्या ना कोणत्या निवडणुकीत यंत्रणा व्यस्त राहते आणि त्यापेक्षाही महत्त्वाचे म्हणजे आदर्श आचारसंहितामुळे विकास कामांना खेळ बसते हे सर्व देशाच्या दैनंदिन प्रशासनासाठी विकासासाठी अर्थव्यवस्थेसाठी आणि सर्वात महत्त्वाचे म्हणजे लोकशाहीसाठी घातक आहे.

या पार्श्वभूमीवर ‘एक देश-एक निवडणूक’ या संकल्पनेत “लोकसभा, विधानसभा आणि स्थानिक स्वराज्य संस्था” यांच्या एकाच वेळेस निवडणुका अशीच संकल्पना ठेवावी लागेल. एकदा देशाने ही संकल्पना राबवायची ठरवली तर ते फार कठीण नाही. अर्थात त्याकरिता संविधानात आणि लोकप्रतिनिधी अधिनियम आणि अन्य संबंधित कायद्यात बदल करावे लागतील. हे बदल एक तात्पुरती व्यवस्था म्हणून आणि दुसरे म्हणजे हि व्यवस्था पुढे निरंतर चालू ठेवणे यासाठी असतील. तात्पुरते बदल हे लोकसभा, विधानसभा, स्थानिक स्वराज्य संस्थांपैकी काहींचा कालावधी वाढवावा लागेल किंवा काहींचा कमी करावा लागेल यासाठी. तर ‘एक देश-एक निवडणूक’ ही संकल्पना कायमस्वरूपी राबविण्यासाठी या सर्व संस्थांचा कार्यकाल पाच वर्ष अनिवार्य करावा लागेल. त्यासाठी लोकसभेच्या बाबतीत संविधानाच्या अनुच्छेद ८३ मध्ये आणि विधानसभांच्या बाबतीत अनुच्छेद १७२ मध्ये सुधारणा करून स्थानिक स्वराज्य संस्थांच्या बाबतीत जो पाच वर्षाची कालमर्यादा अनुछेद २४३-इ २४३ -यू अन्वये ज्या तरतुदी केलेल्या आहेत तशा तरतुदी कराव्या लागतील. म्हणजेच नवीन राज्य, स्थानिक संस्था निर्माण होणे वगैरे सारखी अपवादात्मक परिस्थितीत निर्माण होऊन जर मध्यावधी निवडणुका घ्याव्या लागल्या तर त्या पाच वर्षांपैकी फक्त उर्वरित कालावधीसाठीच त्यांचा कार्यकाल असेल व नंतर पुन्हा एकाच वेळेस निवडणुका होतील. लोकसभा, विधानसभा आणि स्वराज्य संस्थां पाच वर्षांच्या आत भंग करण्याची वेळच येऊ नये म्हणून देखील संविधानामध्ये यथार्थ बदल करावे लागतील. उदाहरणार्थ, मोठ्या प्रमाणात पक्ष फुटी होऊन अस्थिरता येऊ नये याकरिता संविधानाच्या परिशिष्ट दहा मध्ये सुधारणा करावी लागेल. ती सुधारणा सर्वसाधारणपणे अशी असू शकेल कि, जर लोकप्रतिनिधीना पक्ष बदल करायचा असेल आणि त्यांची संख्या कितीही असली तरी ते आपोआप अपात्र झाले असे समजले जावे. यामुळे सरकारे अस्थिर होऊन संस्था भंग करण्याच्या प्रश्न अस्तित्वात असणार नाही. त्याचबरोबर अन्य संविधान सुधारणा अशी असावी कि,जर एखाद्या लोकप्रतिनिधीचे पद मृत्यू, राजीनामा किंवा अन्य कोणत्याही कारणास्तव रिक्त झाले तर त्या बाबतीत निवडणुकीत जो दोन क्रमांकाचा उमेदवार आपोआप ती जागा घेऊ शकेल जेणेकरून ती रिक्त जागा भरण्यासाठी निवडणुकीची आवश्यकता भासणार नाही. अर्थात, वरील सूचना या प्रतिनिधिक स्वरूपाच्या असून तशा प्रकारच्या संविधानिक आणि संबंधित कायदा बदल करण्याकरिता पूर्ण अभ्यासाअंती हा बदल घडवावा लागेल. एक मात्र निश्चित कि ‘एक देश-एक निवडणूक’ ही संकल्पना व्यवहारी स्वरूपात राबविणे निश्चितपणे शक्य आहे. त्याकरिता नागरिकांचा दबाव आणि राजकीय नेतृत्वाची इच्छा असणे अपेक्षित आहे.

ही संकल्पना राबवली गेली तर लोकशाही निश्चितपणे सुदृढ होऊ शकेल हे तितकेच खरे!

The tragedy in Irshalwadi has brought to light questions about the existence and implementation of a Dist. Disaster Plan for Raigad district. Furthermore, it raises concerns regarding whether vulnerability mapping, as mandated by Section 30(1)(iii), has been effectively carried out.

If the District Disaster Plan and vulnerability mapping have not been conducted or implemented, it indicates a failure on the part of the local authorities and the Maharashtra State Disaster Management Authority to fulfill their legal obligations. The loss of lives in the village of Irshalwadi can be attributed to this negligence, as it is the duty of the Authorities to ensure the safety and protection of their citizens during times of disaster.

The Maharashtra State Disaster Management Authority must take immediate action against the Collector of Raigad if it is confirmed that the District Disaster Plan and vulnerability mapping have not been undertaken or followed through. In a recent solo journey that I took across Maharashtra, covering approximately 900 kilometers for two social functions, the intricacies of this complex relationship between technology and human experience became abundantly clear. One of the functions was a training workshop for Corporators in Sindhudurg district organised by a digital channel. While Google Maps played the role of an expert guide, it also took me on unexpected detours, revealing both threats and opportunities along the way.

The Vibrant Guide:

Google Maps, a stalwart in the realm of navigation, undoubtedly excels in its role as a guide. It assists millions of travelers daily, offering reliable directions and real-time updates. Its efficiency and accuracy have revolutionized the way we explore unfamiliar territories, making it an indispensable tool for modern-day adventurers.

The Jungle Enigma:

However, even the most reliable guide can sometimes lead us astray. While self-driving from Kudal to Pune, Google Maps perplexingly directed me towards the heart of a jungle in search of the nearest road. Initially, the forest road seemed like an ordinary paved route, but gradually, it transformed into a dirt path, winding deeper into the lush wilderness. As I ventured further, Google unexpectedly disconnected, leaving me without contact with the outside world. I found myself driving through the dense forest, without a trail to follow and with no alternative but to embrace the journey through nature’s untamed domain.

The Unforeseen Opportunity:

Though this unexpected turn of events initially felt like a disaster, it later revealed itself as a rare opportunity. The sheer magnificence of the dense forest, with its nature-made tunnels formed by a sprawling canopy of trees, provided a sense of otherworldly delight. Alone in the car, I marveled at the serenity and majesty of this unexplored wilderness. Surprisingly, aside from a quiet gathering of a rather large herd of plump Hanuman langurs , no other wildlife could be seen on the way. It was rather strange.The absence of human intervention allowed me to immerse myself in the eerie beauty of the untamed natural surroundings.

The Guiding Encounter:

After traveling for 40-50 kilometers through this enchanting forest, a gravel road finally emerged, offering a sense of relief. Soon after, I stumbled upon a cyclist, his face weathered, who stared at me with wide-eyed astonishment. I seized the opportunity to interact with a fellow human being, eager to inquire about the road to Kolhapur. In an intimate manner, he unveiled two potential routes, passionately elucidating the details of each path. His fervent explanation, borne out of a desire to engage with another person, instilled in me a sense of trust and connection that surpassed the reliability of Google Maps. It was a refreshing reminder that human knowledge and local guidance hold immense value even in the age of technology.

The Surprise:

With renewed confidence, I continued my journey, and as the network connectivity returned, Google Maps once again resumed its role. It was then that I realised that I had traversed through the renowned Dajipur Sanctuary, a UNESCO World Heritage site of global significance. This unexpected opportunity to experience such a remarkable natural treasure in Maharashtra will forever be etched in my memory. It served as a poignant reminder that blind reliance on technology may lead us astray, but it also presented me with a valuable life-lesson.

The Lessons Learned:

My adventure through this journey served as a vivid illustration of the complex relationship between technology and human experience. While Google Maps remains an invaluable tool, it is essential to exercise caution and not solely rely on its guidance. The detours and unexpected opportunities that arise in the midst of technological mishaps can open doors to hidden wonders and enrich our understanding of the world around us.
